Altaf Rasool – The Wullar Man of Kashmir
An Inspiring Journey of Purpose, Passion, and Perseverance
Real name, Mohammad Altaf Matahanji, pen name Altaf Rasool was born and raised on the tranquil banks of Asia’s largest freshwater lake, the Wullar Lake in Bandipora, North Kashmir. Altaf Rasool is a young writer, author, environmentalist, and compassionate social worker whose journey is a living testimony to perseverance, purpose, and passion. Despite coming from a modest, middle-class family dependent on the Wullar lake for livelihood at his earlier days, Altaf’s determination to rise above circumstances has made him one of the most inspiring figures in contemporary Jammu and Kashmir.
A believer in education as the truest form of empowerment, Altaf’s academic path is as diverse as it is distinguished. He holds a Master’s in Economics (M.A. Eco), a B.Sc. (Hons.) in Botany, and a Bachelor of Education (B.Ed) from the University of Kashmir. Adding to his multidisciplinary prowess, he completed a three-year Polytechnic Diploma in Wood Technology Engineering with honours from the J&K State Board of Technical Education, where he emerged as the State Topper in 2006. He later pursued Diploma in Computer Applications (DCA) from SOFT, besides completing a Certificate Course in NGO Management and several other professional certifications. His intellectual curiosity has led him to publish numerous papers and articles on social, educational, and environmental issues.
A keen reader and passionate writer, Altaf Rasool has authored several thought-provoking works including “Wullar and We”, “Wullar Lake-Our Ancestral Heritage”, “Green Peace-The Question of Environment”, “Armaan – The Desire”, “We, Women & the World” (forthcoming), The Green – Beyond the Gold.
Recognized for his writing talent, he became a co-author with Kashmira Puravasini Publications, Pune, India, contributing to acclaimed anthologies such as Pearls of Writing, You Are a Queen – Women Empowerment, My Incredible India and Travel Diaries

During his school days, Altaf would tutor underprivileged students free of cost, laying the foundation of his lifelong mission of service. This spirit culminated in the creation of the Jammu & Kashmir Students Welfare Mission (JKSWM), a non-profit organization he founded in his early twenties, which today stands as a beacon of social transformation across multiple districts of J&K.
Over the years, he has founded or led & contributed several impactful initiatives and institutions, including Rehash Institute of Technology and Education (RITE), Books for All Campaign, Stand for Society Initiative, Rehash Foundation, Rameez Raja Memorial Public Library, Social Organization for Environment and Community Help (SOECH), Save Wullar Lake Campaign, Jammu & Kashmir Save Wetlands Mission (JKSWM Green).
Professionally and socially, Altaf Rasool has served with integrity, versatility, and devotion. He has held key roles including Financial Consultant at HDFC, State Coordinator, We Are Human Foundation, New Delhi, Project Director, Wullar Lake Eco-Restoration Project, Project Director, J&K Eco-Watch, Director, Go Green Kashmir, Chairman, Bandipora Eco-Watch, Director (Policy & Research), Youth Parliament of J&K, Director, Wildlife Conservation Fund (YPJK), Regional Coordinator, Earth Day Network, Washington DC, USA & Project Director, Baba Shukur-ud-din (RA) Eco-Restoration Project. All the aforementioned positions were held and performed by Mr. Altaf Rasool with utmost dedication, professionalism, and enthusiasm prior to his induction into government service. His commitment, sincerity, and exceptional work ethic were consistently reflected in the successful discharge of his responsibilities.
Mr. Altaf Rasool began his professional journey as a teacher in various reputed private schools across the Valley, where he left an indelible mark through his intellect, creativity, and exceptional teaching skills. His passion for education and his ability to inspire young minds continue to make him a beloved mentor and the Best Teacher to many of his former students. He went on to serve the Government of Jammu & Kashmir in multiple capacities, first as an NYC, then as a Gram Rozgar Sahayak (GRS) in the J&K Rural Development Department, and later as a Forest Guard in the Forest Department, where his dedication and performance were widely regarded as exemplary and impactful. At present, he continues his journey of service as a Quality Control Supervisor in the Jammu & Kashmir Handicrafts & Handloom Department, contributing his skills, integrity, and commitment toward preserving the region’s rich cultural and artistic heritage. His professional path stands as a reflection of devotion, diligence, and the spirit of public service, making his story a source of inspiration for all who believe in working with purpose and passion.
Continuing his enduring spirit of social responsibility and commitment to collective welfare, Mr. Altaf Rasool has been recognized for his intellect, leadership, and dedication to public service. In acknowledgment of these qualities, he has been nominated as the Secretary General of the Jammu & Kashmir Employees Coordination Committee (JKECC), an apex body representing various departmental and government employees’ associations. The JKECC is proudly affiliated with the Indian Public Service Employees Federation (IPSEF), New Delhi, further amplifying his role in fostering unity, integrity, and progressive reform within the public service community.
As The Wullar Man of Kashmir and Environmental Crusader, Being born beside Wullar Lake gave Altaf a lifelong bond with nature. His environmental activism is rooted in gratitude and responsibility toward the ecosystem that shaped him. He has led numerous awareness campaigns and restoration projects dedicated to the conservation of wetlands, forests, biodiversity, and especially Wullar Lake, a Ramsar site of International importance. For his tireless and selfless work, he was honoured with the “Wetland Mitra – Friend of Wullar Lake” Award by the Hon’ble Union Minister of Environment, Forest, Labour and Employment, Shri Bhupender Yadav Ji, during his visit to Bandipora in October 2021. His remarkable dedication has earned him the affectionate title “The Wullar Man of Kashmir”.
Despite his accomplishments, Altaf Rasool remains profoundly humble and down to earth man. A man of quiet strength, he avoids publicity and believes that true work needs no spotlight, it simply speaks through action. Friends and colleagues describe him as sober, wise, empathetic, and deeply humane. His inspiration stems from his kind father, Ghulam Rasool, whose name he proudly carries as his pen name, a tribute to his father’s struggles, sacrifices, and moral legacy.
Beyond writing and activism, Altaf Rasool finds his deepest peace in poetry, music, and soulful reflection. A poet by heart and a writer by passion, he has never sought fame — only meaning. From the calm shores of a humble lakeside village to the corridors of national recognition, his journey is a testament to perseverance, humility, and purpose.
