This book presents a practical and empirical study of the implementation of the Right to Information Act, 2005. Rather than examining the law only from a theoretical perspective, the work studies the actual functioning of the RTI mechanism through applications submitted before various State and Central public authorities, the replies received, transfers of applications, first appeals, delays, non-responses and instances of deemed refusal.
The book examines the practical difficulties faced by ordinary citizens while seeking information and evaluates whether the objectives of transparency, accountability and responsive governance envisioned under the RTI Act are being effectively achieved.
Drawing upon real RTI applications and administrative responses, the study identifies recurring procedural deficiencies and suggests measures for strengthening implementation of the Act. The work is intended to be useful to law students, researchers, advocates, RTI activists, public authorities and citizens interested in transparency and public accountability.

About The Author:

Abhishek K. Badiger is an LL.B. student at the School of Law, BLDE (Deemed to be University), Vijayapura, and is actively engaged in legal research, Right to Information studies and public-interest initiatives.
His academic interests include constitutional and administrative law, transparency in governance, access to justice, legal aid and public accountability. He has undertaken practical legal exposure through internships and court observations, including experience connected with the National Legal Services Authority (NALSA) and the High Court of Karnataka, Kalaburagi Bench.
He is also associated with Abhaya Legal Services Association (ALSA) and has worked on initiatives concerning legal awareness and public-interest information. His research on Right to Information Act is substantially based on practical experience gained by filing and studying RTI applications before different public authorities.
